The Fall River Cultural Council (FRCC) will host its FY2027 Grant Workshop & Community Feedback Meeting on Thursday, September 24, 2026, at 6:30 PM in the City Council Hearing Room at Fall River Government Center.
The meeting comes just a few weeks after the opening of the FY2027 Local Cultural Council grant cycle. It is designed to help potential applicants better understand the grant process, local requirements, and what they need to know before submitting an application.
Artists, cultural organizations, nonprofits, educators, schools, community groups, musicians, performers, and others with ideas for projects that bring arts, culture, creativity, and enrichment to Fall River are strongly encouraged to attend.
The FY2027 grant cycle opened on September 1, and you must submit your application by October 15, 2026, at 11:59 PM. Individuals, groups, and organizations are eligible to apply through the Local Cultural Council Program.
$143,300 Allocated to Fall River
For FY2027, the Fall River Cultural Council has received an allocation of $143,300 through the Mass Cultural Council’s Local Cultural Council Program.
The funding provides an important opportunity to invest directly in projects and programs that benefit Fall River residents and strengthen the city’s creative and cultural community.
The Fall River Cultural Council sets local priorities for awarding these funds. Among its FY2027 priorities, the Council gives preference to Fall River-based artists, humanists, and cultural organizations and is particularly interested in projects that increase the visibility of arts and culture within the Fall River community.
FY2027 Local Priorities
- All performances by professional artists, humanists and cultural organizations must take place in the City of Fall River or reflect a collaborative partnership within the Greater Fall River Area, with a significant benefit to the citizens of Fall River. Preference will be given to Fall River based artists, humanists and cultural organizations.
- Individual artists and humanists who reside or work in Fall River may undertake either a systematic activity leading to the enhancement of their skills or a specific project in their discipline. The FRCC is particularly interested in projects that will enhance visibility of art and culture in the Fall River Community. Artists are required to submit an approximation of dimensions and relative design of their artistic work and a complete list of supplies, cost of materials, and the location of their project to be approved by the Fall River Cultural Council. This project must be made available to the FRCC for viewing. Artists work must be available to the citizens of Fall River.
- Professional artists of high caliber may be brought to the city as guest artists or artists in residence in order to broaden appreciation for the arts by the local population.
- Collaborative efforts among cultural organizations and artists with broad community involvement are encouraged.
- Cultural organizations may request funds for a capital expenditure to insure their continued vitality. Such special needs shall be of a non-recurring nature, and must have matching funds.
- Attendance at the workshop is strongly encouraged all applicants, especially first time applicants. The person who will actually be writing the application should be the person who attends the workshop.
- The FRCC does not fund transportation, rent, lodging, or meals.
The September 24 workshop will allow prospective applicants to learn more about these priorities, ask questions about their projects, and better understand the application process before the October deadline.
What Is the Fall River Cultural Council?
The Fall River Cultural Council is part of Massachusetts’ statewide network of Local Cultural Councils.
Local Cultural Councils are led by municipally appointed volunteers who help determine how public cultural funding can best serve their individual communities. Massachusetts has 329 local and regional councils serving all 351 cities and towns in the Commonwealth, creating what Mass Cultural Council describes as the largest grassroots cultural funding network in the nation.
These councils support community-based projects in the arts, humanities, and sciences. Funding can help make possible a wide range of activities, including festivals, performances, exhibits, lectures, educational programs, field trips, public art, and other cultural experiences.
During FY2026 alone, Local Cultural Councils across Massachusetts awarded more than 7,400 grants totaling approximately $6.6 million for community-based cultural projects.
How Is the Fall River Cultural Council Funded?
The Fall River Cultural Council receives its primary annual allocation through Mass Cultural Council, the Commonwealth’s state agency for arts and culture.
Mass Cultural Council receives public funding primarily through appropriations approved as part of the Massachusetts state budget, along with funding from sources including the National Endowment for the Arts. A portion of those resources is distributed annually to Local Cultural Councils, which then award grants within their communities.
This system allows decisions about many cultural investments to be made at the local level by people who understand the needs, opportunities, and priorities of their communities.
For FY2027, Mass Cultural Council adopted a $35 million spending plan to support the Commonwealth’s cultural sector through grants, programs, partnerships, and advocacy. The agency expects to award nearly $28 million through at least 2,300 grants across its programs during the fiscal year.
Community Feedback Is an Important Part of the Process
The September 24 meeting isn’t only for people planning to submit a grant application. It is also an opportunity for residents to provide feedback about the arts and cultural needs of Fall River.
Community input helps Local Cultural Councils identify priorities and understand what types of programs, activities, and cultural experiences residents would like to see supported. Mass Cultural Council encourages LCCs to use community input and ongoing engagement to help guide local priorities and programming.
