Federal authorities have dismantled a sprawling, decade-long marriage fraud and welfare scam centered right in Fall River, Massachusetts.
According to U.S. Attorney Leah Foley, 43-year-old Fall River resident Jennifer Gonzalez allegedly spearheaded the criminal enterprise, orchestrating a sophisticated operation that paired U.S. citizens with undocumented immigrants in sham marriages to secure unlawful immigration benefits. The decade-long scheme raked in at least $6 million in illicit profits.
Operating from Fall River to the Dominican Republic
Operating largely unchecked for over ten years out of the South Coast city, Gonzalez allegedly arranged 18 to 20 fraudulent unions annually. According to court details, she charged clients between $38,000 and $40,000 per marriage.
Investigators revealed that Gonzalez even entered a sham marriage herself, using the massive cash flow generated locally to invest heavily in overseas real estate and businesses, purchasing land in the Dominican Republic.
Court documents indicate that the Fall River operation ran smoothly for years, with Gonzalez reportedly caught on recording noting that business only grew more difficult as federal enforcement ramped up following the return of President Trump to office.
Double-Dipping Public Assistance at Home
While allegedly pulling in millions through her illegal enterprise, federal prosecutors state that Gonzalez simultaneously exploited local social safety nets. From 2019 to 2026, she allegedly collected approximately $124,500 in Supplemental Nutrition Assistance Program (SNAP) benefits while entirely concealing the vast income generated by her ring.
A Wider Net Cast Across the Commonwealth
The sweeping federal investigation has resulted in charges against six individuals so far. Emphasizing the gravity of the crackdown on the local operation, U.S. Attorney Foley delivered a stern warning:
“The American Dream is not for sale. It is earned… And when you try to pilfer it for profit, we will hold you accountable. This investigation is far from over.”
